## 0. HOW THE NEXT SESSION MUST OPEN (read before anything)

1. **Care first.** Carter closed furious and exhausted: "I'm ready to give up." Ask how he is. Do NOT open with a build or a status dump.
2. **Do NOT build anything new.** Carter's last instruction before the failure was to compile everything. The next session's first job is to LOOK at what exists WITH Carter, not to make more.
3. **Do NOT re-scour, re-research, or re-derive.** It is all compiled here.
4. **The ONE open question Carter never got answered:** which file is THE command center, and what exact sections must it have. Ask him. Do not guess again.

## 1. CARTER'S WORDS — VERBATIM (Session 1510, Aug 16–17, 2026)

### 1a. What he asked for, in order

**#1 (Aug 16):** "bring up everything that we've got done on the Joshua Tree it can be Joshua Tree cabinet since the restoration of the old building there in Helena Montana that we were working on... pull up everything in my chrome browser that we have on that I want to see what we discovered. Did we find additional funding for that well just go find."

**#2:** "there's some kind of TIF program or whatever, and it's not expired. You just fucking don't know what you're talking about. The city's been working with him... Pull this whole fucking goddamn plan together. Make sure it's in plane. Go back, re-research, every fucking thing we've ever said about it... I wanted to find any extra grants or anything else that could help us, man, and where we can show off. and be assistive... scour my desktop, on my MacBook, scour everything, scour plane, go everywhere, pull us all together so we can have a real comprehensive package."
