Diane. Here's exactly where we are.
You told her you'd help with the application. That help already exists — and her own newest numbers are in our hands. This page is the honest map: what's ready, what's drafted for your eye, what only she can answer, and the clock. Nothing has been sent.
The headline
Her cost worksheet went from blank to about 80% priced — using HER OWN numbers. And the one section she admitted she's stuck on, we already have the answer to.
On Aug 17 she handed over three files: her new bid numbers, her application story, and the state law she's been studying. In her own application she wrote, next to the legal-compliance section: "I am still studying this." Our estate has held the finished answer to that exact section since before she sent it. Finishing her stuck section with her own numbers organized around it — that's the mind-blow, ready tonight.
What you could send her tonight — your call
A — The tonight package
Two things, small and personal: her stuck legal section, finished (drafted below for your eye), and her own cost worksheet, organized and totaled with the four missing bids clearly flagged. Answers exactly what she's blocked on. Ready the moment you approve the words.
B — The full application draft
Every section of the City's form with her new numbers dropped in. This is a working session — best done with your eyes on it, section by section, per your own rule. Not a tonight thing unless you want to sit with it.
Drafted for your eye — her stuck section, finished
DRAFT — your eye first, then it can go to her
We are in compliance with 7-15-4288, MCA. The costs for which matching funds are requested fall within the categories authorized by 7-15-4288(1), MCA, and the urban renewal powers enumerated in 7-15-4233, MCA. The restoration of the building's windows, doors, masonry, window wells, and gutters constitutes the improvement and rehabilitation of real property within the Railroad Urban Renewal District, undertaken in conformance with the adopted RURD Plan (Ordinance 3214) and its goals of revitalization, private investment, and preservation of historic character. The accessible entrance and extended ADA ramp serve the additional public purpose of accessibility. No costs incurred prior to funding approval are included in this request. Each line of the attached cost worksheet has been aligned to the statute's eligible-cost categories, and we will confirm that alignment line-by-line with Community Development staff prior to the hearing.
Written to drop into her application exactly where she wrote "I am still studying this." It commits to nothing the City hasn't confirmed — the line-by-line confirmation with City staff is built into the language.
Her numbers — her own worksheet, organized
These are HER figures from HER file. Her own subtotals add to $63,326; counting every priced line, about $68,631. She never wrote a grand total — so neither do we without saying so.

What we already hold (nothing needs rebuilding)
- Real vendor paperwork — the two big quotes (doors $19,220 · masonry $6,300) with full written scope, plus window quotes and drawings
- The legal answer — the state statute mapped line-by-line against every repair item
- The owner letter — written and waiting on John Horne's phone/email
- The property record — verified: owner of record, taxes $12,716.16 paid and current
- Her story, extracted word-for-word — including the new facts nobody had: Stephen as future owner, the $250,000 equity line, end-of-2027 completion, the mural with Horne's blessing
- The story site + 89 photos — built pages exist, but every dollar on them predates her new numbers — they need her figures before anyone outside sees them
Only she or Stephen can answer
- John Horne's phone + email, and his signed permission letter — the letter is already written and waiting for his details
- The lease — term, parties, permission to alter the exterior
- Dollars Stephen has already put in (her narrative gives the $250,000 equity line — the already-spent figure is separate)
- Employee count now, and planned at the building
- Basement use — storage or occupied shop (this drives the exit requirements)
- The eligibility call with the City — has it happened, who spoke
- The four missing bids: ADA ramp, man doors, gutters, disposal — plus a price for the graffiti removal
Only you
- What does "Montana Rebuilding Center" name? Your phrase from two nights ago — it names no file yet. One word from you places it.
- The working screen for this project stays undesigned until you sketch it — honored. We build it one section at a time, with you, when you're ready.
Nothing sends without your word. Every earlier page you rejected stays closed. This board is the honest state, not a rebuild.
