# IMG_9953–9968 — photographed TIF form pages (NOT handwritten)

**Correction:** S1518 EXTRACTION_BRIEF called these "handwritten field-note pages." They are photographs of the **City of Helena Railroad Urban Renewal District TAX INCREMENT FINANCING APPLICATION FORM** (Community Development), plus Attachment A (MCA 7-15-4288 eligible activities) and Attachment B (RURD goals).

**IMG_9967 does not exist** in `~/Desktop/JOSHUA TREE/photos/` or `Diane Historic Home/`.

Repo already holds the City form as `planning/diane-helena-warehouse/RURD_TIF_APPLICATION_FORM.txt` / `.pdf`. These files are her photographed packet copy.

TIF hard rule printed on page 1 (IMG_9953): project costs cannot be incurred by the applicant before funding is approved if they are to be paid with district funds. NOTHING SENDS / files / pays.
